CAPITAL MARKET
Utopia Aspire Investments intends to raise capital for investment transactions, mergers & acquisitions; corporate restructuring; and project development in the form of senior debt, high-yield and mezzanine debt, equity, and fund management. We work with a diverse and extensive network of banks, finance companies, and private equity funds to secure capital.

Gautam Chandra
Co-Founder & CEO
Educated in the UK with an MBA in International Business, Gautam has over 20 years management experience in Mixed Use Real Estate Development, Business Strategy & Global Export Import Business.
He has contributed to the successful execution of many professional assignments for various consulting clients many of which are located in Australia, Canada, USA, India and Middle East and North Africa.
He has also earlier contributed towards Master Development & Urban Planning of United Arab Emirates by offering specialized expertise in corporate strategy and comprehensive execution of mixed use development projects including third party strategic alliances and Joint Venture collaborations.
At Emaar Group as part of Corporate Strategy Team implemented the Business Plan, Leasing Strategy, Tenancy Mix and management of the Leasing Team for The Dubai Mall - currently the largest mall in the Middle East and one of the largest in the World.
Additionally also delivered on the responsibility of managing the commercial leasing & development of Downtown Dubai and Dubai Marina Projects (premium mixed use development townships in UAE) with specific reference to the retail development of the Emaar Boulevard as one of the first premium F&B dining & retail high street districts of Dubai.
At Landmark Group as Head of Asset Management for Oasis Malls - setup the Mall Division, acquired 13 new sites for mall development across the entire GCC and MENA Region including but not limited to Saudi Arabia, United Arab Emirates, Bahrain, Oman and Kuwait.
In addition to the above, he holds diverse experience in the business of international export import trade with specific reference to International sourcing of Building Supplies, Apparels & Food Products from India for supplying in international markets.
Veasna Meas
Co-Founder & CIO
Veasna Meas is a real estate investor and property developer within the US and SE Asia with $210M in AUM. Born in Cambodia and raised in the USA, he received his bachelor’s degree in Business Administration before establishing Naki Group in Cambodia in 2013. His experience in retail management, banking and real estate investments have helped shape Naki Group into a diversified company providing innovative real estate solutions across commercial development, asset management, property management and investments. Veasna's entrepreneurial vision to offer a one-stop solution for the real estate sector came to fruition with the founding of Naki Hospitality in 2018. Naki Hospitality specializes in hotel management and operations, ensuring a high-quality standard of stay. Today, Naki Group has evolved from a local real estate company into an investment and consulting firm specializing in property development, hospitality, property management, leasing, and sales.
Development project under Naki Group includes Silvertown Metropolitan, a 14-story condominium building with 111 units, Woodland Residence, 84 unit of luxury villas, and Agile Sky Residence, a mixed used 44 story building with 963 units. Properties managed by Naki Realty included TK Avenue, the first lifestyle mall in Cambodia and The One Mall.
The company has now scaled its presence in the US operating as Aspire Grove Homes focusing on providing new home construction to the market. As of 2024, US projects includes North Grove, a 10 unit luxury home development, Ashwood Townhomes, and Lakveiew Trails with a total of 135 unit of townhomes combined.
Mackinley Robinson
Strategic Advisor
Mackinley Robinson is a Managing Partner for Fund I, focusing on commercial real estate underwriting, debt and equity analytics as they pertain to individual deals and the fund, as well as pursuing and analyzing new investment opportunities.
Outside of Fund I, Mackinley is also a Managing Partner for Hilow Capital, focusing on asset management and strategy for commercial real estate holdings, financing, and sourcing and evaluating commercial real estate investment opportunities. Hilow Capital currently owns and manages over 100 housing units across the United States.
Outside of Hilow Capital, Mackinley is a Senior Director of Berkadia’s Seattle office, where he structures debt and equity financing for all commercial property types to facilitate acquisitions, refinances, and recapitalizations. Throughout his career, Mr. Robinson has worked on the closing of more than $2 billion in financings for clients. He has placed capital for multifamily, single-family rentals, affordable housing, industrial, office, retail, hotels, and a number of other property types.
Mackinley is an active member of NAIOP, serving as a Co-Chair of the DL Committee, and representing the Pacific Northwest region on a National Forum.
Mackinley holds a bachelor’s degree, Magna Cum Laude, in Finance from Western Washington University, and a Certificate in Commercial Real Estate from the University of Washington.
Randy Ginn
Strategic Advisor
Randy Ginn is the Founder and Manager of NW Builders Group, a subsidiary of Windermere Real Estate, bringing over 35 years of experience in real estate project acquisition, marketing, and sales. Under Randy’s leadership, NW Builders Group has successfully sold over 3,100 homes, lots, and condominium units, achieving nearly $2 billion in total sales throughout the Puget Sound region. His expertise spans from planning and site design to financial budgeting and comprehensive sales and marketing strategies, including the full management of marketing budgets.
Since 2021, Randy has also served as a principal partner at CES Properties Inc., a real estate investment firm specializing in equity funding for West Coast builders. CES currently manages $160M in assets and has delivered an impressive 16% annualized return over the last 15 years. In addition to his business achievements, Randy actively participates in several charitable organizations, reflecting his commitment to community involvement alongside his wife, Kelly.
